Manitoba is one of the cheapest places in Canada to rent a decent apartment, and Winnipeg has a steady job market in health care, trades and transport. The catch is the provincial nominee program: it is built for people who already have a link to the province. This guide shows how that works and what life costs once you land.

Winnipeg or rural Manitoba?

Most newcomers settle in Winnipeg, the capital, where most of the jobs and settlement agencies are. Brandon is the second city, and smaller centres such as Steinbach, Winkler, Morden and Altona have their own local job markets.

Rural Manitoba matters because it has its own immigration doors:

  • Rural Community Immigration Pilot (RCIP): Steinbach, Altona/Rhineland and Brandon are participating communities. You need a job offer from a designated local employer and a community recommendation. See our rural pilot guide.
  • Regional immigration initiatives under the MPNP: Morden, Winkler-Stanley, Immigrate Parkland, Southwestern Manitoba and West Central Manitoba each run their own recruitment.

Living outside Winnipeg usually means needing a car and having fewer services nearby. It can also mean a faster route to a job offer and a nomination.

How the MPNP is organised

The Manitoba Provincial Nominee Program (MPNP) has three streams:

Skilled Worker in Manitoba is for people already working in the province, usually on a work permit, with the skills, experience and language to stay.

Skilled Worker Overseas is the pathway most Nigerians ask about. It is also the most misunderstood.

The Manitoba connection rule

To apply under Skilled Worker Overseas you must show one of three connections. If you have none, the MPNP says you are not eligible, however strong your points.

  1. Manitoba Support. A close relative or friend living in Manitoba endorses your settlement plan. They must be a Canadian citizen or permanent resident who has lived in Manitoba continuously for at least a year. Close relatives include siblings, parents, grandparents, aunts and uncles, nieces and nephews, and first cousins.
  2. Manitoba Experience. You previously worked full-time for a Manitoba employer for at least six months in a row, or completed an eligible post-secondary programme there. Language courses do not count.
  3. Manitoba Invitation. The MPNP invited you directly after an interview on a recruitment mission or an approved exploratory visit.

On top of the connection, you need at least 60 points across language, age, work experience, education and adaptability.

What recent draws tell you

The MPNP runs regular expression of interest (EOI) draws. Reading them is the fastest way to see who actually gets picked.

In a recent draw (number 280), most of the 474 Letters of Advice to Apply went to people who declared current employment in Manitoba, with a minimum score of 760 in the science and technology group. Only 40 went to people invited through strategic recruitment, such as employer missions and regional initiatives. Draw 279 targeted people working in Manitoba in health occupations.

The message is clear. Being in Manitoba and working there is the main road. From Nigeria, your realistic options are a Manitoba supporter, a direct recruitment invitation, or entering first on a work permit or study permit.

Jobs and wages

Draws give a good signal of demand: health occupations, family physicians, and science and technology roles have all been targeted. Trades and transport remain steady employers across the province.

All figures are hourly, in Canadian dollars. For each of these jobs, the Winnipeg median is below Calgary's on Job Bank, which the lower rent partly offsets.

Nurses, electricians and many other professionals are regulated. You must register with the Manitoba body for your profession before you can work in the role, and Nigerian credentials usually need assessment first. Start that process before you travel.

Minimum wage. Manitoba's minimum wage is $16.40 an hour from 1 October 2026. Survival jobs in retail, warehouses or food service often start near this rate.

Rent: Manitoba's biggest advantage

CMHC's October 2025 survey put Winnipeg's average two-bedroom rent in purpose-built apartments at $1,571 a month, with a 2.8% vacancy rate. For comparison:

  • Toronto: $2,034
  • Calgary: $1,914
  • Vancouver: $2,363

That gap is several thousand dollars a year. Vacancy is lower than in Calgary, though, so good units go quickly. View apartments in person or by video call with someone you trust, and never send a deposit for a place nobody has seen.

Sales tax. Manitoba charges a 7% Retail Sales Tax on most goods and some services, on top of the 5% federal GST.

Getting your Manitoba Health card

You may be eligible for Manitoba Health coverage if you are:

  • a permanent resident in Manitoba
  • on a valid work permit of 12 consecutive months or more
  • the spouse or child under 18 of an eligible work permit holder

You must also make your home in Manitoba and be physically present for at least 183 days a year. Manitoba's service standard for new health card applications is two weeks, but in late September 2026 its own tracker showed it was working on applications received in late August. Apply in your first days and carry private insurance until the card arrives.

Step by step: moving to Manitoba from Nigeria

  1. Pick your route. Supporter in Manitoba, recruitment invitation, work permit through an employer, or study at a Manitoba institution.
  2. Write an approved English test and aim well above the minimum. Higher scores lift both your MPNP and Express Entry rankings.
  3. Get your credentials assessed, and contact the Manitoba regulator if your job is regulated.
  4. Build your settlement plan with your supporter, if you have one, and gather their proof of residence and status.
  5. Submit your EOI through MPNP Online and watch the draws.

  7. On arrival, apply for your health card and SIN, open a bank account and contact a settlement agency.

Frequently asked questions

Can my cousin in Winnipeg support my MPNP application?

Yes, a first cousin counts as a close relative. They must be a Canadian citizen or permanent resident who has lived in Manitoba continuously for at least a year and can support your settlement plan.

Can my child in Manitoba support my application as a parent?

No. The MPNP says children living in Manitoba cannot be a Manitoba Supporter for their parents. Look at the federal parents and grandparents sponsorship instead.

Do I need a job offer for the Skilled Worker Overseas pathway?

Not always, but you need an established Manitoba connection and at least 60 points on the MPNP grid. Without the connection you are not eligible, whatever your points.

What English score does the MPNP want?

It depends on the pathway and your occupation. For recruitment missions and exploratory visits, the MPNP asks for at least CLB 5 in each skill. Check the pathway page for the exact level that applies to you.

Is the Manitoba Business Investor Stream open?

The MPNP says it is not currently running expression of interest draws for the Business Investor Stream.

Can I use my Manitoba Health card on a short work permit?

Only if your work permit is valid for 12 consecutive months or more and you make your home in Manitoba. Shorter permits do not qualify, so buy private cover.
