British Columbia has one of the highest minimum wages in Canada and has some of its most liveable cities. It also has the country's most expensive rents and a provincial nominee programme that has narrowed sharply.

If you are aiming for Vancouver or anywhere else in BC from Nigeria, these are the numbers and rules to plan around.

Vancouver and beyond

Metro Vancouver (Vancouver, Burnaby, Surrey, Richmond, Coquitlam and neighbours) holds most of BC's jobs. But it is not the only option. Victoria, Kelowna, Kamloops, Nanaimo, Prince George and many smaller towns also hire newcomers, often with lower rents.

That matters for immigration too. The BC PNP says it expects at least 35% of nominations to go to people working outside Metro Vancouver.

Where the jobs are

Healthcare and care work

Health is BC's clearest area of demand. The BC PNP's "Care" priority covers health, childcare (early childhood educators), veterinary care and education, and recent draws have invited people in each.

There is also a Health Authority stream for people with job offers from BC's public health authorities, and a temporary initiative for health workers in rural and remote areas. Nurses and other regulated health workers must register with BC's regulators before they can practise.

Tech

Vancouver has a deep tech sector: software, video games, visual effects, film production and clean tech. Wages here are among the best for newcomers who land a role.

But note the change: the BC PNP ran its last dedicated technology draw on 3 December 2024. Tech workers can still qualify through the Skilled Worker stream, especially if their wage is high enough for the "high economic impact" draws. Federal Express Entry also runs STEM category rounds.

Construction and trades

BC is building housing and major infrastructure, and the BC PNP's "Build" priority targets construction trades. Trades are regulated, so check whether your trade needs a BC certificate.

Other sectors

Ports and logistics, film and TV production, tourism, forestry and agriculture also employ many newcomers, especially outside Vancouver.

Pay: the minimum wage

BC's general minimum wage is $18.25 an hour from 1 June 2026. It rises each 1 June in line with BC's inflation rate.

At 40 hours a week, $18.25 comes to about $38,000 a year before tax. In Vancouver that does not go far, so most newcomers will need a professional wage, a shared home or both. Check Job Bank's wage data for your occupation in your target region.

Rent: the most expensive market in Canada

CMHC's 2025 Rental Market Report, based on its October 2025 survey, shows the scale of Vancouver's costs and the first real easing in years.

The 3.7% vacancy rate is Vancouver's highest in over 30 years, and rents for new tenants fell compared with 2024. That gives you a little more room to negotiate. Even so, a newcomer signing a new lease should budget around the turnover figure for a two-bedroom, or look at rooms and basement suites.

Routes in: the BC PNP in 2026

How selection works

The BC PNP does use registration and invitations. For the Skilled Worker stream you register a profile, get a score based on work experience, education, language, wage and job location, and wait for an invitation to apply. BC holds draws every few weeks.

The Health Authority stream works differently: eligible candidates go straight from registration to application.

What changed in 2026

  • New priorities: in April 2026 the BC PNP refocused on three goals: Care, Build and Innovate.
  • ELSS closed: the Entry Level and Semi-Skilled stream has closed.
  • No new student streams: BC says it will not launch new international graduate streams.
  • Higher fee: the Skills Immigration application fee rose to $1,750 on 22 January 2026.
  • More places: BC's 2026 nomination allocation reached 6,254 after an extra 1,000 were added in August.

Health care: MSP

BC's public health insurance is the Medical Services Plan (MSP). Work permit holders are eligible only if their permit is valid for six months or more. Permanent residents qualify once they make their home in BC.

The wait is the rest of the month you arrive plus two more months. Before MSP starts, you pay the full cost of any care unless you have other insurance, and those costs can be very high. BC advises arranging private insurance before you arrive and keeping it until MSP begins. Most private plans do not cover pre-existing conditions, including pregnancy.

Step by step: planning a BC move from Nigeria

  1. Choose your target region. Compare Vancouver with cities like Victoria, Kelowna or Prince George on rent and job openings.
  2. Get your ECA and language test. These support both Express Entry and BC PNP registration. Nigerian transcripts can take months, so start now.
  3. Enter the Express Entry pool if you are eligible, so you are ready for federal and Express Entry BC options.
  4. Target employers in care, construction or high-wage roles. A full-time BC job offer is the key to most BC PNP routes.
  5. Register with the BC PNP once you have a qualifying offer, and watch the invitation rounds.
  6. Budget for the MSP gap and buy private health insurance before you fly.

Before you move: Nigerian paperwork

  • Language test: IELTS General Training, CELPIP General or PTE Core for English. Higher scores raise both your BC PNP and Express Entry points.
  • ECA: order your credential assessment early, as Nigerian transcripts can take months.
  • Police certificate: you will need one from Nigeria when IRCC asks.
  • Identity documents: make sure names and dates match across your passport, NIN and certificates.
  • Savings: plan for at least two or three months of Vancouver-level rent and the MSP gap, on top of any proof of funds IRCC requires.

Your first month in BC: checklist

  • Apply for your Social Insurance Number at Service Canada
  • Apply for MSP as soon as you arrive to start the wait clock
  • Keep private insurance until MSP begins
  • Get a Compass Card for TransLink buses, SkyTrain and SeaBus
  • Open a bank account and build a credit history

  • Check licensing for your profession or trade
  • Learn your tenant rights before signing a lease

Who BC suits

BC suits Nigerians in healthcare, early childhood education, construction or well-paid tech roles, especially those open to living outside Vancouver. It is a hard start for anyone without savings or a job offer, given the rent levels and a nominee programme that now leans heavily on employer support.

Can I get the BC PNP without a job offer?

Generally no. The Skilled Worker stream needs a full-time, indeterminate BC job offer in a TEER 0 to 3 occupation, and the Health Authority stream needs an offer from a BC health authority. Self-employed and business routes sit under the separate Entrepreneur Immigration streams.

Does the BC PNP still have a tech draw?

Not as a separate tech category. WelcomeBC says the last technology occupations draw was on 3 December 2024. In 2026, draws have targeted care, construction trades and high economic impact jobs instead.

Is the Entry Level and Semi-Skilled stream open?

No. WelcomeBC announced it has closed, and that it will not launch new student streams. International graduates still get extra registration points for studying in BC or Canada.
