Netherlands Highly Skilled Migrant Visa: 2026 Guide for Nigerians
How the Dutch kennismigrant permit works: recognised sponsors, 2026 salary thresholds by age, the EU Blue Card, the 30% ruling and the MVV process from Nigeria.
Key takeaways
- Only an employer on the IND's public register of recognised sponsors can bring you in as a highly skilled migrant.
- From 1 July 2026 the salary floor is €5,942 a month gross at 30 and over, €4,357 under 30, and €3,122 for eligible recent graduates.
- Your employer files the application; you collect the MVV entry visa at the Dutch consulate-general in Lagos after approval.
- The 30% ruling is a separate tax decision, and it is being cut to 27% from 2027 for people who started using it from 2024 onwards.

The Dutch highly skilled migrant permit, known locally as the kennismigrant scheme, is one of the fastest work routes into Europe once a qualifying employer wants you. It does not require a points test or a job advert check. What it does require is the right kind of employer and a salary above a fixed threshold.
What the kennismigrant scheme is
The scheme lets a Dutch employer bring in a non-EU worker on a single document that covers both residence and work. The IND (Immigration and Naturalisation Service) describes it as designed so that a recognised sponsor applies for only one document.
The IND reports that the scheme was used almost 13,000 times in 2023. It is popular because, unlike a regular work permit, there is no labour market test: the employer does not have to prove first that nobody in the EU could do the job.
The trade-off is that the conditions are rigid. If your employer is not on the sponsor register, or your salary is a few euros under the line, the application fails.
Recognised sponsors: the gatekeepers
Only an employer recognised by the IND as a sponsor can apply for this permit. The IND keeps a public register of recognised sponsors for work, listing each organisation with its Chamber of Commerce (KVK) number. It is updated once a month; the version live at the time of writing was last updated on 3 September 2026.
According to the IND, around 10,000 organisations are on that register. They range from multinationals and universities to small tech firms.
Recognised sponsors also carry legal duties: an information duty, an administrative duty and a duty of care towards you. The IND can suspend or withdraw recognition from employers who break the rules.
2026 salary thresholds by age
The salary test is the heart of the scheme. Your agreed gross monthly salary must meet the threshold for your situation and must also be in line with the market rate for the job.
These are the IND amounts valid from 1 July 2026 up to and including 31 December 2026. They are gross per month and do not count holiday allowance.
| Category | Minimum gross monthly salary (from 1 July 2026) |
|---|---|
| Highly skilled migrant, 30 or older | €5,942 |
| Highly skilled migrant, under 30 | €4,357 |
| Reduced criterion (eligible recent graduates and orientation-year holders) | €3,122 |
| EU Blue Card | €5,942 |
| EU Blue Card, reduced criterion for recent graduates | €4,754 |
The thresholds are indexed regularly, and this set only runs to the end of 2026. Always check the IND's income requirements page for the figure that applies on the date your employer submits the application.
The reduced criterion mostly helps people who studied in the Netherlands or at a top-ranked university abroad and are applying within three years of graduating. Most applicants coming straight from Nigeria will fall under the standard age bands.
The EU Blue Card in the Netherlands
The Netherlands also issues the EU Blue Card, a separate permit for highly qualified jobs. It is worth knowing because the rules differ from the kennismigrant route in ways that matter.
| Feature | Highly skilled migrant | EU Blue Card |
|---|---|---|
| Employer must be a recognised sponsor | Yes | No, but recognised sponsors get a faster procedure |
| Education requirement | No formal degree test | Higher education course of at least 3 years, or relevant work experience instead |
| Contract | Permit runs for the contract length, up to 5 years | Contract for a highly qualified job of at least 1 year |
| Salary (from 1 July 2026) | €5,942 at 30+, €4,357 under 30 | €5,942, or €4,754 for recent graduates |
For the Blue Card, the IND says foreign degrees are evaluated by Nuffic, the Dutch organisation for international education, and that evaluation goes in with the application. The IND brochure also allows professional qualifications to be shown through relevant work experience instead of a diploma, with at least 5 years of experience.
In practice, under-30s earning between €4,357 and €5,942 usually go the kennismigrant route because the Blue Card threshold would be out of reach. Older applicants with a strong degree sometimes prefer the Blue Card because it is tied to EU-wide mobility rules.
How the process works from Nigeria
Nigerian citizens need an MVV, the Dutch long-stay entry visa. Nigeria is not on the IND's list of MVV-exempt nationalities. Your employer handles the main application through the "Access and Residence" procedure (often called TEV), which covers the MVV and the residence permit in one go.
- Secure an offer from a recognised sponsor. Confirm the employer on the IND register and check the salary against the current threshold.
- Prepare and legalise your documents. Nigerian civil documents must be legalised by the Nigerian Ministry of Foreign Affairs. For birth certificates, the Netherlands accepts only the original from the National Population Commission (NPC) or a legalised copy of it.
- Your employer submits the application. The IND fee for a highly skilled migrant is €423, paid by the employer by direct debit. For a complete file from a recognised sponsor, the IND says it usually decides within 2 weeks; the legal limit is 90 days.
- Book your MVV appointment. After the positive decision, you have 3 months to collect the MVV. NetherlandsWorldwide says Nigerians apply at the Dutch consulate-general in Lagos if the IND letter says so. Bring a passport valid for at least 6 more months with 2 empty pages, a passport photo, a copy of the IND letter with your V number, and anything else the letter lists.
- Give biometrics and wait for the sticker. The consulate takes your fingerprints and signature. Issuing the sticker can take up to 10 working days, and you leave your passport with them meanwhile.
- Travel within 90 days. The MVV is valid for 90 days. After arrival, the IND tells you where and when to collect your residence permit card.
- Complete arrival tasks. Register at your municipality, take a TB test if your employer indicated one was required, and arrange Dutch health insurance.
The full arrival routine is covered in our guide to living and working in the Netherlands.
Your rights and limits on the permit
The permit lasts as long as your contract, up to a maximum of 5 years. You can only work for the sponsor named on it, so a job change means the new employer must also be a recognised sponsor and must register you.
If you lose your job, you normally have up to 3 months to find a new sponsor-employer. The IND says that if you became unemployed on or after 22 May 2026 and had held the permit for two years or more, you get up to 6 months. The search period can never run past the permit's expiry date.
The 30% ruling and the 2027 cut
The 30% ruling (officially the expat scheme) is a tax benefit, not an immigration permit. It lets your employer pay part of your salary tax-free to cover the extra costs of moving. You and your employer apply to the Belastingdienst (Dutch tax office), and your employer is not obliged to offer it.
Key conditions published by the Belastingdienst for 2026:
- You lived more than 150 km from the Dutch border for more than 16 of the 24 months before starting.
- Your taxable salary is above €48,013 a year, or €36,497 if you are under 30 and hold a qualifying master's degree.
- The decision lasts up to 5 years, and the tax-free allowance is capped at €78,600 for 2026.
- The application must be made within 4 months of starting work.
The net effect is that the ruling still helps, but you should not build your budget on it. Treat it as a bonus your employer may or may not agree to.
Checklist before you accept an offer
- Employer's exact legal name is on the IND public register of recognised sponsors
- Gross monthly salary, excluding holiday allowance, meets the current threshold for your age
- Contract states job title, hours and pay clearly
- International passport valid well beyond your planned travel date
- Birth certificate (NPC) and marriage certificate, if relevant, legalised by the Nigerian Ministry of Foreign Affairs
- Degree certificates ready, with a Nuffic evaluation if you are going the Blue Card route
- Written agreement on whether the employer will apply for the 30% ruling
- Budget for the first months, including deposit and rent, in case housing takes longer than expected

Common mistakes to avoid
Many applications go wrong for simple reasons. A salary quoted "including holiday pay" can fall below the threshold once holiday allowance is removed. An offer from a small firm that has not yet applied for sponsor recognition can stall for months.
Be wary of anyone who asks you to pay for a "work permit" or "IND approval". The fee is paid by the employer, and the IND lists using a fake employment contract among the types of fraud it investigates. Nothing on this page is legal advice; for your own case, rely on the IND's pages and your employer's HR team.
Frequently asked questions
Can I apply for the highly skilled migrant permit myself from Nigeria?
No. The application is filed by your Dutch employer, and that employer must be a recognised sponsor with the IND. Your part is supplying documents and, after approval, collecting the MVV in Lagos.
Do I need a degree for the highly skilled migrant permit?
The IND's main tests for this permit are a recognised-sponsor employer and a salary at or above the threshold for your age group, in line with the market rate. The EU Blue Card is the route with a formal higher-education or experience requirement.
What happens if I lose my job in the Netherlands?
You normally have up to 3 months to find a new sponsor-employer. If you became unemployed on or after 22 May 2026 and had held the permit for at least two years, the IND allows up to 6 months, never longer than the permit's remaining validity.
How long does the IND take to decide?
For a complete application from a recognised sponsor, the IND says it usually decides within 2 weeks. The legal maximum is 90 days, and missing documents can extend it.
Does every highly skilled migrant get the 30% ruling?
No. It is a separate application to the Dutch tax office with its own conditions, including living more than 150 km from the Dutch border before you start and earning above a taxable salary threshold. Your employer must also agree to pay it.
Can my spouse and children come with me?
Yes, family members of a highly skilled migrant can apply for residence, ideally at the same time as your application. Their documents from Nigeria, such as birth and marriage certificates, must be legalised first.
